We are a full-service pavement engineering consulting firm that provides effective solutions for the design, evaluation, maintenance, and rehabilitation of roadway and airport pavements. Since our founding in 1994, we have worked with clients at the state, federal, and local level in the United States and abroad, and are a recognized leader in our industry. We help our clients identify cost-effective strategies that reduce the overall life cycle cost of preserving the pavement network while incorporating the latest pavement-related designs and technologies into organizational practice.

Our mission is to apply our pavement engineering expertise to finding appropriate and effective solutions for agencies responsible for the design, maintenance, and rehabilitation of pavement facilities. Monty J. Wade, P.E.

Monty has 22 years of pavement engineering experience and has worked on commercial airfields and military facilities across North America in the areas of pavement evaluation and design, pavement management systems, forensic investigations, research, and technology transfer.

Kathryn A. Zimmerman, P.E.

Executive Vice President

 

Katie Zimmerman has earned a national reputation for her work in the use of asset management programs for pavements, bridges, and ancillary assets to improve transportation agency decisions.  She helps agencies determine their needs; better use asset data for planning, programming, budgeting, and investment decisions; and improve agency transparency and accountability.  She has assisted state, local, and regional transportation agencies with the preparation of asset management plans, the implementation of pavement management tools, and the development of guidance documents.  She has also led several national research efforts in pavement and asset management.

David G. Peshkin, P.E.

Vice President | Chief Engineer

 

David Peshkin is an accomplished pavement engineer with extensive experience in pavement evaluation, pavement design, and pavement maintenance and rehabilitation techniques. He has been instrumental in nationwide pavement evaluation projects, examining pavement performance, modeling, and developing rehabilitation recommendations. He has also played a leading role nationwide in researching and speaking on preventive maintenance.

Margaret R. Covalt, P.E.

Vice President, State Airport Agencies Program Director

 

Maggie Covalt is at the forefront of the airport pavement management field and is closely involved with the pavement-related technological advances within the aviation community. She is the co-designer of APTech's suite of pavement management software, and was a research engineer on the original development of the PAVER pavement management system. Maggie is known not only for her technical expertise, but also for making client satisfaction a top priority—managing highly successful projects on-schedule and within budget.

Kurt D. Smith, P.E.

Vice President, State & National Agencies Program Director

 

With more than thirty years of experience in the areas of pavement design, evaluation, and rehabilitation, Kurt has a keen understanding of pavement behavior. Over the years, he has led nationwide studies on pavement performance and pavement rehabilitation effectiveness and has conducted numerous pavement evaluation projects on both highway and airfield facilities.

Margaret R. Covalt, P.E.

Vice President, State Airport Agencies Program Director

 

In addition to being a Vice President at the company, Maggie also serves as the Program Director of the State Airport Agencies Program. Since 1986, she has focused her career on airport pavement evaluation and pavement management. She works closely with aviation agencies to assess pavement condition, establish or update a customized airport pavement management system (APMS), and develop a maintenance and rehabilitation plan that provides a cost-effective approach for preserving the valuable pavement infrastructure. Maggie is a veteran project manager, and has played a key role in APMS projects for twenty-nine states and twenty-seven commercial service airports.

Kurt D. Smith, P.E.

Vice President, State & National Agencies Program Director

 

In addition to being a Vice President at the company, Kurt oversees pavement research and training projects for our state and national highway transportation clients. Kurt is currently leading several major Federal Highway Administration initiatives, including the Sustainable Pavements Program, the Pavement Surface Characteristics Program, and the Implementation of Best Practices for Concrete Pavements project. He has been integral in research projects for several state departments of transportation, including Michigan, Ohio, South Dakota, and Wisconsin.

Mark P. Gardner, P.E.

Local Municipalities & Private Agencies Program Director

 

In his 32 years of pavement engineering, Mark has amassed extensive experience with roadway pavement evaluation, design, and management. Mark's expertise includes coordinating pavement distress surveys (automated and manual) using the Pavement Condition Index method, linking geo-referenced roadway asset data to geographic information systems for visualization and reporting, and developing practical maintenance and rehabilitation plans. Mark has also presented budget and performance forecasts to county boards and commissions, resulting in increased agency funding.

Genevieve E. Long, P.E.

Department of Defense & Commercial Airports Program Director

 

Gen Long is the Program Director for APTech’s Commercial Airport and Department of Defense Program Area.  Gen has 13 years of experience in pavement engineering throughout North America, is a registered Professional Engineer, and is a Leadership in Energy and Environmental Design (LEED) Accredited Professional.  Gen’s technical expertise includes pavement evaluation, design, management, and training.  Additionally, she is an expert in the Pavement Condition Index (PCI) inspection methodology, the use of PAVER pavement management software, and Federal Aviation Administration pavement management, design, and structural evaluation software.
