Pavement Evaluation and Design Program Manager

Kelly’s interest in engineering was sparked by an early interest in cars and airplanes, as well as the infrastructure they use. That interest was further reinforced while working summers for his city’s street department and the Illinois Department of Transportation.

Kelly joined APTech in 2009 and now serves as the firm’s Pavement Design and Evaluation Program Manager. After nearly four decades in the industry, he has served the needs of numerous transportation clients at the national, state, and local levels. His expertise lies in pavement evaluation, design, and performance, but extends into other related areas, including preservation, maintenance, and rehabilitation, pavement surface characteristics, pavement type selection, and life-cycle cost analysis.

A central Illinois native and University of Illinois alum, Kelly is an avid follower of Illinois sports. In his free time, he also enjoys the great outdoors , home improvement projects, listening to music, and spending time with his family—including his pets.
