Luis grew up in Alajuela, Costa Rica, one of the largest cities in the country. During his daily commute to the capital city of San José for college, he observed the importance of a roadway network, which lead to him becoming interested in pavement engineering.
Luis has nearly a decade of pavement engineering knowledge, with extensive experience in roadway pavement evaluation, design, and management, which he uses as the Director of APTech’s Local Municipalities and Private Agencies Program. His expertise lies in implementing and configuring pavement management systems (PMS) and providing training on PMS software. Luis also oversees pavement condition evaluations using both manual and automated data collection methods and works alongside his clients to use those tools effectively.
Luis has an adventurous side, and he enjoys traveling to the beach and the mountains. While not at work, you’ll also find him playing soccer, hiking, paddle boarding, and spending time with his family.
