APTech Steps Into 2026 With Round of Staff Promotions
As APTech enters its 31st year in business, we are excited not only for another year of growth, but also for a host of well-deserved promotions within the company. We are pleased to announce the promotions of five outstanding team members: Kelly Smith, P.E., Brad Allen, P.E., Prashant Ram, P.E., Peter-Paul Dzwilewski, P.E., and Nicole Slaboch. These talented individuals will head up five new technical program areas within the company, each providing specialized and dedicated services to their clients. Their expertise, dedication, and experience ensure APTech, as well as our clients, are positioned for continued long-term success.

APTech’s reorganization expands our technical services into two divisions—Engineering Services and State and National Programs—each with four technical program areas and allows us to better tackle the challenges of the ever-evolving pavement and transportation industry.
Meet APTech’s New Leadership
Kelly Smith, P.E. • Pavement Design and Evaluation Program Manager
With an engineering career that spans nearly 4 decades, Kelly has been promoted to APTech’s Pavement Design and Evaluation Program Manager. Kelly’s expertise lies in a variety of pavement engineering disciplines, including performance, evaluation, design, maintenance, and preservation. He is also well versed in pavement surface characteristics, such as smoothness, friction, texture, and noise, as well as pavement policies and practices, such as pavement type selection and life-cycle cost analysis. He is also a prolific pavement scholar and has authored or co-authored over 100 research publications.
Brad Allen, P.E. • Asset Management Program Manager
We are thrilled to announce Brad’s appointment as APTech’s Asset Management Program Manager. With over 30 years in the industry, Brad’s area of expertise lies in pavement and asset management, transportation performance management, and highway maintenance. His career has focused primarily on connecting transportation asset management analysis to investment decisions, helping agencies use asset and financial data to achieve strategic goals. Since joining the firm in 2016, Brad has helped develop 30 asset management plans for 15 state transportation agencies.
Prashant Ram, P.E. • Applied Research and Deployment Program Manager
Prashant Ram, P.E. has been promoted to Applied Research and Deployment Program Manager. With over 17 years of engineering experience, Prashant has built an extensive background in a range of pavement research topics, particularly sustainability and resilience. Through his work, he helps agencies incorporate sustainable practices into all stages of the pavement life cycle. He currently serves as the Principal Investigator for multiple Federal and State transportation agency projects, where he is exploring research topics like the use of greener pavement materials, the effects of climatic effects on pavements, and infrastructure disaster recovery planning.
Peter-Paul Dzwilewski, P.E. • Military Agencies Program Manager
APTech is excited to announce Peter-Paul’s appointment as Military Agencies Program Manager. Peter-Paul has over 15 years of experience in pavement management and evaluation, working with a variety of national military clients including the U.S. Army, Navy, and Air Force, as well as international armed services like the Canadian Department of National Defence. Through this work, he helps clients maintain critical defense infrastructure by establishing pavement management programs, assessing pavement condition, creating maintenance and rehabilitation plans, and developing capital improvement plans.
Nicole Slaboch • Training Development and Delivery Program Manager
As part of our continued commitment to providing quality training, Nicole Slaboch has been promoted to lead APTech’s new Training Development and Delivery Program. With over a decade of experience in education and training, Nicole oversees APTech’s internal and external training programs. Nicole partners with subject matter experts to develop training products that meet target audience needs, regularly transforming complex subject matter into approachable and effective learning material that drives performance and achieves goals for APTech and our clients.
